Update — July 29, 2026

On May 26, 2026, Scott and Elisabeth Foster submitted a written request to meet with Senator Erin Grall regarding documented concerns involving child welfare oversight, state agency accountability, DCF and Child Protection Team records, and the functioning of existing oversight processes.

After a June 19 follow-up, Senator Grall’s office responded on June 22 and declined involvement based on its understanding of the issues raised in the meeting request.

That same day, the Fosters responded in writing and clarified that they were seeking legislative and constituent oversight. Their request concerns child welfare oversight, state agency accountability, DCF and Child Protection Team records, and the functioning of existing oversight processes.

As of July 29, 2026, no further response has been received, and no meeting date has been provided.

The Fosters continue to seek the opportunity to meet with Senator Grall or appropriate staff to discuss the records, oversight concerns, and available legislative or constituent-service options.

Senator Erin Grall is the Florida State Senator for District 29, which includes Indian River County. Senator Grall also serves as Chair of the Senate Children, Families, and Elder Affairs Committee, making her an appropriate official to contact regarding child welfare oversight concerns.

Members of the public who share concerns about transparency, due process, and accountability in child welfare systems are encouraged to respectfully contact appropriate elected officials to request review consistent with their oversight responsibilities and the best interests of children and families.
